    This position is an Exempt, Benefits Eligible, Full-Time 40 hours. Work Schedule: Monday – Friday; Location: Corporate, Syracuse NY & various construction sites
     

    JOB SUMMARY:

    This position requires the ability to work both independently and in a team environment. The Development Project Manager will work closely with the Manager of Development and other disciplines within the organization. The Development Project Manager will perform the essential duties under guidance as deemed by level of experience. Level of responsibility will be directed by the Manager of Development given the incumbent’s knowledge, skills and abilities.

     

    Under the guidance and direction of the Director of Development, coordinate and manage financially feasible and sustainable real estate projects that further the Housing Visions mission of revitalizing neighborhoods. Ensure compliance with all federal, state, and local housing regulations and requirements of the investor and project partners. Use best practices and Housing Visions guiding principles to coordinate all parties to meet project timeline and budget. Responsible for the comprehensive and timely administration of all project related documentation and information.

     

    Responsibilities

      ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Develop strategies and plans for neighborhood revitalization as requested by VP, Business Development and/or Manager of Development. Cultivate and maintain community relationships in current and proposed neighborhoods upon handoff of project from the VP, Business Development and/or Manager of Development.
    • Research and perform due diligence on the feasibility of neighborhood revitalization options and analyze data and information from a variety of sources, such as market research studies, censuses, environmental impact studies, zoning and planning requirements, engineering reports, architectural drawings, construction cost estimates and financial commitments, etc.
    • Identify real estate properties for acquisition. Follow the established parameters and approval process for the negotiation and acquisition of the identified properties.
    • Research, negotiate and leverage local resources from project municipalities (i.e. tax agreements, funding via grants or loans, etc.).
    • Negotiate terms of construction loan and tax credit equity under the direction and guidance of the Manager of Development.
    • Under the direction of the Manager of Development, follow the established parameters including the request for proposal process and approval process for hiring, negotiating competitive fees, coordinating and supervising the third party project development team for assigned projects including: architects, environmental experts, engineers and other professional service providers to ensure quality and timely completion of the services to be provided.
    • Develop accurate budget of project pre-development costs, and development, construction and operations budgets for projects to determine the cost benefit analysis and financial sustainability for both Housing Visions and investment partners. Communicate, work with and negotiate needs and terms of operational and construction costs and timelines. Work closely with Construction Estimator & Planner and Manager of Development.
    • In conjunction with the Manager of Development and other external and internal partners, develop, establish, implement and monitor project schedule and timeline to ensure the timely completion of the project within budgeted parameters.  
    • Initiate, develop, prepare and submit in a timely manner accurate funding applications and budgets following the application and Housing Visions guidelines.
    • Act as the project representative from inception/design, during construction and through the turnover of the finished product to property management.  Represent Housing Visions in a positive and professional manner.  As necessary, attend meetings to obtain support, provide information and status reports to neighborhood residents and businesses, local and state officials and at project sites. 
    • Using project milestones (i.e. award, construction equity loan closing, carryover, permanent financing, 8609/regulatory agreement) as guidance, ensure all required reporting and filings are completed as specified, and accurate. 
    • Research, identify and submit grant applications as requested by VP, Business Development and/or Manager of Development.
    • Inform and educate key stakeholders and elected officials during the application process and after submission to promote and enhance positive funding application award results. 
    • Create project summaries, presentations, press releases and media advisories, and other materials relating to project events as requested by Manager of Development.
    • Act as primary contact for individual community information as it relates to Ground Breaking, Ribbon Cutting, Press Releases, and other media requests. Create written communications and ensure events are consistent with Housing Visions branding guidelines and accurately promote the mission.
    • Perform other duties as assigned.

    • Ability to develop and produce high quality and detailed budgets and proposals.
    • Proficiency in Microsoft software products including Excel, Word, Access, Project and Outlook.
    • Knowledge of Federal, state and local laws, rules and regulations related to housing and redevelopment agencies and programs.
    • General construction knowledge, blue print reading ability preferred.
    • General knowledge of Energy Star and green building requirements preferred.

     

    Qualifications

    EDUCATION, EXPERIENCE, CREDENTIALS AND LICENSES:

    • Bachelor’s degree in urban planning, economics, business or related field with experience in a professional setting, preferably in development, planning, real estate development, community development or an equivalent combination of education and experience.  At minimum, extent of experience to include involvement in real estate development and participation in project planning.   
    • Project management experience in building systems, design, construction materials and methods preferred.
    • Experience in the area of private and public debt financing and equity sources for typical affordable housing. Low Income Housing Tax Credits preferred.
    • Familiarity and experience networking to achieve successful project results. 
    • Valid driver’s license with no major restrictions required.
